Stale green status cannot land a changed or conflicted revision.

- Change Impact AnalysisTrace direct, transitive, generated and cross-repository consequences of an exact change. Missing graph evidence becomes unknown impact, never no impact.
- Protected Landing AuthorityRebase against current head, re-evaluate impact, checks, approvals and policy, then advance the protected reference atomically. Review and check success remain evidence, not self-issued landing authority.
